President - Dr. Tom Daly


Elected President in November 2022, Dr. Tom Daly had a career in education and worked for a number of government agencies in the areas of teacher professional development, digital technologies and special education.


He led various national and EU projects and studied and researched in the field of institutional culture and change management, earning post-graduate degrees from UL and UCC. Following retirement he continued working in a consultancy basis and lectured part-time at UL. He also has had a long involvement in community and voluntary work.


Tom was Secretary of Killarney Cycling Club before joining the Board and prior to that was involved in Kanturk Cycling Club in various roles for many years. He was previously Secretary of Cycling Munster. He spearheaded the adoption of Masters category National Championships in 2013 and established the Irish Cycling Archive at UCD in 2019.


He is author of ‘The Rás: The Story of Ireland’s Unique Bike Race’ and received an Outstanding Services Award from Cycling Ireland in 2019. He has written on coaching and other cycling matters for a number of international and domestic publications and worked on various media projects related to Irish cycling history. He has won a number of Masters National Championships and continues to be an active leisure and competitive cyclist.

Vice President - Conor Campbell


Conor was appointed to the board in November 2021. Hailing from Co. Meath, Conor is a former member of the national team and continues to be heavily involved in cycling in Ireland. Conor holds a BCL degree from Dublin City University and is a qualified solicitor in Ireland, England, Wales and New York and currently works for a US law firm. 


Vice President - Louise Reilly


Louise Reilly is a barrister who specialises in sports law and international arbitration. An expert in good governance, Louise is Chair of the Board of the Biathlon Integrity Unit, which by delegation of the International Biathlon Union, regulates all aspects of integrity in the sport of biathlon, including anti-doping, ethical breaches, and betting-related issues. She is a member of the UEFA Club Financial Control Body Appeals Chamber; FA Judicial Panel; International Weightlifting Federation (IWF) Independent Member Federation Sanctioning Panel; and the Panel of Arbitrators and Mediators of Sport Resolutions, UK.  


Prior to returning to private practice, Louise was Managing Counsel and Head of Mediation at the Court of Arbitration for Sport in Lausanne, Switzerland. She obtained her law degree from Trinity College Dublin, and master’s degree from Stanford Law School, California.


Secretary - Claire Young

Claire Young is a Marine Ecologist in the Northern Ireland Civil Service.  Claire has a Master's Degree in Environmental Management and an Honours Degree in Biological Sciences from Queens University Belfast.


As secretary of Cycling Ulster for the past three years Claire has been involved in the administration and governance of the sport within the province.  This role has given her experience and understanding of working at a high level within the governing body, and has also put her in close contact with the cycling community within Ulster.  


Claire is an advocate for women in cycling and as chairwoman of the Cycling Ulster Women’s Commission, she developed the Women on Wheels programme- a club-based grass roots initiative designed to increase female participation and membership in cycling, both on and off road.


With a strong interest in coaching and coach development, Claire has several Cycling Ireland coaching qualifications and is an active coach within her club Apollo Cycling Team's youth programme.


Claire is a recent graduate of the Boardroom Apprentice training programme, which is a scheme supported by the Department of Finance. It is designed to equip volunteers with the necessary skills and knowledge to serve on boards.

Director - Emma Hunt-Duffy


Emma Hunt-Duffy was appointed to the board as a co-opted member in January 2022. Emma holds a BA in International Marketing with Languages (French and German) and Postgraduate Diploma in Public Relations. With a wealth of commercial experience, Emma leads the marketing department in Fyffes and has previously held senior marketing positions at Keogh’s Crisps, EBS and Ryanair.


Emma has expertise in product marketing, brand strategy, people management, new product development, procurement and communications.

Director - Susan Ahern 


Susan is a barrister, mediator and international arbitrator. She is Chair of the Sports Law Bar Association of Ireland and a Fellow of the Chartered Institute of Arbitrators.  Susan is an arbitrator of the Court of Arbitration for Sport and was appointed to the CAS Anti-Doping Division for the Tokyo Olympic Games 2020. 


Susan has over 25 years’ experience in commercial and sports law practice, sports administration and corporate governance. As an executive Susan was formerly Head of Legal & Legislative Affairs at World Rugby, where she was also responsible for the disciplinary function and established the Integrity Unit. She is an independent non-executive director on a number of boards including RTÉ. 


Susan has a number of regulatory roles sitting as an independent decision maker in professional disciplinary, conduct and commercial matters. She is an advisor to national and international bodies in the areas of sports law, corporate governance and dispute resolution. 


Director - Gary McIlroy


Gary McIlroy is an Aviation Safety Inspector within the Safety Regulation Division at the Irish Aviation Authority. He is a holder of a Msc Project Management at UCD Michael Smurfit Business School and MSC Management (Aviation Leadership) at DCU.


Gary has a wealth of experience as a cycling Commissaire spanning 18 years. This includes officiating as a National level Track Commissaire and being an approved UCI International Commissaire for Road and Cyclo-cross. Gary has previously been Secretary for the College of Commissaires, Secretary of the Road Commission and a National Grading Officer. He was the most recently appointed commissaire at the UCI Cyclo-cross World Championships in January 2022. 


He is a highly regarded figure within the Irish cycling community, as shown by being named Cycling Ireland Volunteer of the Year in 2018. He is a member of the Usher Irish Road Club. 

Director - Carl Fullerton


Carl was elected to the Board in 2019 and also served on the Board from 2016-17. Carl holds qualifications in commerce and business studies in addition to a Masters in Management from Trinity College Dublin.  He has held several finance, sales and management roles within the food industry. Since 2006, Carl has been involved in many aspects of the sport, as a volunteer, event promoter, race director and board member of Cycling Ulster.


Treasurer - Will Byrne


Will Byrne, from Dublin, has over 30 years experience working in senior finance roles both within leading an Irish PLC and leading audit firms, such as BDO and Grant Thornton.  He is a fellow of the Institute of Chartered Association of Certified Accountants and is a member of the Chartered Institute of Internal Auditors.


Currently working for a global leading Not-For-Profit organisation, Will holds the role of Regional Senior Vice President for Finance, Grants and HR across Europe/Eurasia.  Will has worked for this organisation since 2010, managing over €25mi of EU grants along with managing in excess of €20mi annual donor funds.  He is responsible for the regional financial & grant budgets, internal control and reporting on all aspects of finance related matters, as well as HR, GDPR, Global Data Protection Officer and strategy development. 


During his membership of Cycling Ireland, Will has raced internationally for Cycling Ireland, has won National Elites titles, has managed National teams, won volunteer of the year, applied and received for sports capital grants on behalf of CI, was chair of the coaching committee, a member of Leinster Cycling and Track Commission for many years.


Will is also the chair of an athletic club’s coaching committee with over 650 members, a board of management member of a local school, and is a director/trustee of an Irish Registered Charity, which he co-founded.


Will enjoys running and participating in triathlons, having also represented Ireland under Triathlon Ireland and Athletics Ireland.

Director - Catherine Mahoney


Catherine holds a PhD in Bioinformatics and Systems Biology and an MSc in Statistics from University College Dublin. 


A member of UCD Cycling Club since 2017, Catherine served as the Vice President of the UCD Athletic Union Council from 2019 to 2021.  She also served as the Vice President of Student Sport Ireland from 2020 to 2023.  As SSI Vice President, she contributed to the formation of the SSI Student Commission and served as the Irish student delegate to the 2022 International University Sports Federation World Forum in Cartago, Costa Rica.


Catherine is an active road, track, and gravel racing cyclist.
