Update from the Board of Cycling Ireland
 

a) New National Record.

At it’s meeting on the 27th January the Board approved the claim from Shannon McCurley in respect of the Woman’s 200 mts flying start. Shannon‘s time of 12.542 secs was achieved on 11th December at the Victorian State Championships in Australia. The previous holder was Mary Costelloe with a time of 12.765 secs.

 

b) Youth Racing.

All youth races whether on a circuit or out and home will require a “broom” vehicle so that no rider is left alone standing on the road side. It is recommended that there should be two persons in this vehicle. This has been incorporated into the 2012 Technical Regulations.

 

c) Change of Nationality.

The UCI has introduced a new rule in respect of those riders changing their nationality. They will only be eligible to ride World Championships, Continental Championships, Regional Games and World Cup events for their new national federation from the second calendar year following the change of nationality.

 

d) C.I. Licences and Nationality.

Applicants for licences should be aware that the U.C.I’s. rule relative to where a licence is obtained states that it is the National Federation of the country in which the applicant is normally resident in at the time of the application. The U.C.I. code on the licence is determined by the rider’s nationality. Applicants living in Northern Ireland should be aware that in the event of them indicating their nationality as British then their U.C.I. code will be GBR and as such they will not be eligible to ride in Irish National Championships. It is recommended that on receipt of your licence that a check be made to ensure that the correct U.C.I. code is given and if not the licence should be returned to Kelly / Roche House for the licence to be re issued with the correct code. Remember unless your U.C.I. code is IRL you will not be eligible for Irish National Championships.

 

e) Grading.

The Board wishes to re emphasise that currently grading is solely on ability. A rider’s 2012 category will be based on the points won during 2011 in accordance with the table of points as shown in the Technical Regulations.

 

f) Championships.

The Board has approved the following procedures in respect of National Championships, excluding Youth Championships. These procedures were brought about through the apparent lack of control on championships particularly in respect of the number of riders in some championship events, championship events going ahead even though the numbers required to justify the event as a championship event were not met. There was also concern regarding the number of championship skinsuits / jerseys being allocated to a single rider.

 

1) Entries must close at least 7 days in advance.

 

2) Entries only accepted from those with an IRL code.

 

3) Minimum of 12 entries for event to go ahead, 6 for junior championships, with medals and championship jersey. In the case of team championships e.g. team pursuit, or tandem then a minimum of 6 teams comprising riders from the same club / team must be entered. The team make up does not apply in tandem championships where the stoker has a proven disability. (see pt 5 below).

 

4) If less than 6 starters (individual or teams as referred to in 3 above) then whilst the event will still be a National Championship only the following awards will be made,

 

     4 or 5 riders 1st and  2nd place medals only.

     3 or less riders 1st place medal only

     No jersey awarded in either of above.

 

5) If the discipline has less than 3 same discipline events promoted during that season then no jersey awarded. (e.g. hill climb)

 

6) For the podium ceremony only a presentation jersey will be used.

 

7) A rider can only be awarded one championship jersey in any one year.

 

8) A log to be maintained by the CI Logistics Officer of championship entries, number of starters etc. 

 

9) Winner to contact CI Logistics Officer following the event to claim jersey if the appropriate criteria is satisfied.

 

10) Championship events with less than the number of entries described in point 3 above or less than 6 starters for two consecutive years will be removed from the list of Championship events.

 

11) A written submission must be made by a commission to the Board for the reinstatement of a championship event or introduction of a new championship event.  Such a submission must be made prior to 31st December for inclusion in the following year’s list of events.

 

12) If accepted by the Board then such an event will be deemed to be a “demonstration” event.

 

13) The Board will appoint an observer to report on the “demonstration” event in order that a decision can be made as to the validity of the event to go forward as a championship event.
